Florida Public Service Commission must adopt rules by January 1, 2024 (proposed) and January 1, 2025 (final) to facilitate widespread deployment of electric vehicle charging stations through consumer choice, competition, and reasonable cost-based rates

Rules must be competitively neutral and apply to public utilities offering electric vehicle charging services to the public

Commission must adopt rules for orderly transition of existing public utility investments in electric vehicle charging infrastructure to structurally separate subsidiaries without adversely impacting ratepayers

Public utilities are prohibited from using rate-based investments in ownership and operation of electric vehicle charging stations

Public utilities are prohibited from limiting cost recovery to distribution-level system infrastructure that does not include electric vehicle charging stations
