Creates section 1008.213 to allow Florida Virtual School full-time students from military families stationed outside Florida to take statewide assessments with flexibility in administration location.

Permits assessments to be administered securely by licensed, certified instructors or education services officer test administrators at the student's parent's or guardian's current military duty station.

Requires parents or guardians to submit written requests for assessment flexibility to Florida Virtual School at least 90 days before the assessment administration date, including official documentation of out-of-state military duty stationing.

Establishes a 14-day review process where Florida Virtual School submits a recommendation to the Department of Education, which verifies information and notifies the school of approval or denial.

Allows the Legislature to request reports on the number of flexibility requests made and granted, along with student performance data; requires the State Board of Education to adopt implementing rules.

Effective date: July 1, 2023.
