Authorizes tutoring under the Reading Achievement Initiative for Scholastic Excellence (RAISE) Program to be provided after the school day, in addition to during school hours.

Allows school districts participating in the tutoring program to provide stipends to instructional personnel and high school student tutors for after-school tutoring services.

Establishes eligibility requirements for high school student tutors: must be rising juniors or seniors with a 3.0 or higher grade point average, no history of out-of-school suspensions or expulsions, on track to graduate, and have written recommendations from at least two teachers or activity sponsors.

Permits tutoring hours to count toward community service requirements for high school graduation and the Florida Bright Futures Scholarship Program, and designates students completing 75 or more verified tutoring hours as "New Worlds Scholars" with a pin award.

Takes effect July 1, 2023.
