Division of Emergency Management shall establish a Nonprofit Security Grant Program providing funds to nonprofit organizations, houses of worship, and community centers at high risk for violent attacks or hate crimes.

Grants may be used for security infrastructure (lighting, door hardening, camera systems, perimeter fencing, barriers, bollards, blast-resistant film, shatter-resistant glass), hiring security personnel, and training staff on threat awareness, emergency procedures, and first aid.

Minimum grant award is $10,000 and maximum is $150,000, with total funding limited to amounts appropriated by the Legislature.

Division may use up to 3 percent of total appropriated funds for program administration and shall adopt rules to administer the program.

Program expires January 1, 2028, unless reviewed and reenacted by the Legislature; bill takes effect July 1, 2023.
