• Establishes the "Driver License Privacy Act" prohibiting the Department of Highway Safety and Motor Vehicles from disclosing driver license photographs and personal information to immigration enforcement agencies (ICE, CBP) without a court order, and requires notification to individuals whose information is requested.

• Restricts in-person requirements and limits license validity periods to 1 year for applicants using foreign government documents (passports, birth certificates, identification cards, driver licenses) versus 8 years for other documents.

• Creates section 760.45 prohibiting discrimination based on non-REAL ID compliant driver licenses by businesses and employers, and by state and local government agencies receiving state funding.
