Department of Management Services must set aside and dedicate "Memorial Park" within the Capitol Complex for placement of authorized monuments.

Memorial Park must include a monument commemorating the 241 members of the United States Armed Forces who died on October 23, 1983, in Beirut, Lebanon.

Revises the definition of "Capitol Complex" in sections 272.09, 281.01, and 943.60 to include the State Capital Circle Office Complex and designate the area between the Elliot Building and Holland Building as "Memorial Park."

The State Capital Circle Office Complex is excluded from the memorial garden area but included in the overall Capitol Complex definition.

Effective date is July 1, 2023.
