Creates the Opioid Settlement Trust Fund within the Department of Children and Families to fund programs and services that prevent and treat substance use disorders, support mental health conditions, support addiction recovery, and implement opioid abatement strategies.

Establishes the fund to terminate on July 1, 2027, unless terminated sooner, with mandatory review before scheduled termination in accordance with state law.

Funds are credited through nonoperating transfers from the Department of Financial Services Opioid Settlement Clearing Trust Fund in amounts equal to appropriations made from the trust fund.

Deposits into the trust fund are exempt from service charges imposed under Florida Statutes section 215.20.

Any unencumbered balance remaining undisbursed on September 30 of each calendar year reverts to the Department of Financial Services Opioid Settlement Clearing Trust Fund.

Takes effect July 1, 2023.
