Appropriates $1.85 million from the General Revenue Fund to compensate Robert Earl DuBoise for nearly 37 years of wrongful incarceration after his 1985 conviction for capital murder and attempted sexual battery, which was vacated on September 14, 2020, following a Conviction Review Unit investigation finding clear and convincing evidence of his innocence

Waives tuition and fees for up to 120 credit hours of instruction at any Florida career center, Florida College System institution, or state university, provided Mr. DuBoise meets admission, registration, and satisfactory academic progress requirements

Prohibits funds awarded under the act from being used for attorney fees or lobbying fees, and bars Mr. DuBoise from submitting a separate compensation application under Chapter 961, Florida Statutes, which he is otherwise ineligible for due to prior nonviolent felony convictions

Requires Mr. DuBoise to notify the Department of Legal Affairs upon filing any related civil action and to reimburse the state for the compensation received if he subsequently obtains a civil judgment or settlement related to his wrongful incarceration, less attorney fees and litigation costs

Vacates any unused benefits under the act if a future judicial determination finds, by DNA evidence or otherwise, that Mr. DuBoise participated in the crimes for which he was incarcerated
