Authorizes the Okeechobee County Sheriff's Office to pay $1.2 million total ($300,000 each in four installments) to Ricardo Medrano-Arzate and Eva Chavez-Medrano as personal representatives of their daughter Hilda Medrano, who was killed in a December 1, 2013 collision with a sheriff's deputy vehicle.

First payment of $300,000 due within 30 days of the bill's effective date, with three remaining $300,000 payments due by July 1 of each subsequent year.

Deputy Joseph Gracie was driving westbound at 87+ mph in a 35 mph zone without emergency lights or sirens when his cruiser struck the vehicle carrying Hilda Medrano; the collision also killed her cousin and injured another passenger.

A jury awarded $5 million in damages; the trial court reduced this to $4,425,000 based on Deputy Gracie being found 88.5 percent liable, a decision affirmed by the Fourth District Court of Appeal.

Limits attorney fees to $240,000, lobbying fees to $60,000, and other costs to $4,945.49, with payments intended as sole compensation for all claims arising from the incident.
