CS/HB 7045 - Human Trafficking, Prostitution, and Lewdness Summary

• Creates civil cause of action for human trafficking victims against adult theaters that knowingly allow trafficking victims to work, with recovery for economic damages, noneconomic damages, punitive damages, attorney fees, and costs.

• Extends statute of limitations for civil actions based on abuse or sexual battery involving trafficking victims to 7 years after age of majority, 4 years after leaving abuser's dependency, or 4 years from discovery of injury.

• Increases criminal penalties for adult theater violations from misdemeanor to felony of third degree for knowing violations of employee identity and age verification requirements.

• Establishes Statewide Data Repository for Anonymous Human Trafficking Data at University of South Florida to collect, analyze, and report human trafficking data from law enforcement and service providers beginning July 1, 2023.

• Requires courts to order 100 hours of community service and educational programs on human trafficking and prostitution effects for persons convicted of soliciting prostitution, with programs potentially offered by faith-based providers.
