Extends the timeframe for presenting claims in writing against governmental entities from 18 months to 3 years after the claim accrues, except for municipalities, counties, and the Florida Space Authority.

Removes the separate 2-year timeframe for wrongful death claims, consolidating them under the general 3-year presentation requirement.

Changes the deadline for agencies to make final disposition of claims from 4 months to 6 months after filing, with medical malpractice and wrongful death claims remaining at 90 days.

Reorganizes Section 768.28(14) to clarify statutes of limitations for filing complaints: 2 years for negligence actions, 4 years for other unspecified actions, with separate provisions for contribution and medical malpractice/wrongful death claims.

Applies the amendments only to causes of action accruing after the effective date of the act.
