Repeals multiple Florida Statutes provisions that became inoperative through prior non-current repeal or expiration, including the Lawton Chiles Endowment Fund (s. 215.5601), the onsite sewage treatment and disposal systems technical advisory committee (s. 381.00652), and certificate-of-need exemptions for intermediate care facilities (s. 408.036(3)(n))

Repeals the John M. McKay Scholarships for Students with Disabilities Program (s. 1002.39), which had already expired by its own terms effective July 1, 2022, and amends cross-references in related education statutes (ss. 1002.31, 1002.394, 1002.421) to conform

Removes expired fiscal year 2021-2022 temporary provisions from the public transit block grant program (s. 341.052) that had allowed local participation below 50 percent of nonfederal share for capital and operating costs

Repeals expired provisions related to a child welfare pilot project in the Sixth and Thirteenth Judicial Circuits (s. 409.996(27)), Department of Juvenile Justice educational services evaluation authority (s. 1003.52(23)), and Department of Education instructional materials bid timeline flexibility (s. 1006.33(5))

Enacted as a reviser's bill pursuant to s. 11.242(5)(b) and (i), F.S., to formally remove statutory language that could not otherwise be omitted from the 2023 Florida Statutes without legislative action, taking effect 60 days after adjournment sine die
