Appropriates $1.85 million from the General Revenue Fund to compensate Robert Earl DuBoise for nearly 37 years of wrongful incarceration after his 1985 conviction for capital murder and attempted sexual battery, which was vacated in September 2020 following a Conviction Review Unit investigation finding clear and convincing evidence of his innocence

Waives tuition and fees for up to 120 credit hours at any Florida career center, Florida College System institution, or state university, provided DuBoise meets admission requirements and maintains satisfactory academic progress

Prohibits any portion of the awarded funds from being used or paid for attorney fees or lobbying fees, and bars DuBoise from submitting a separate compensation application under Chapter 961, Florida Statutes (for which he is ineligible due to prior nonviolent felony convictions)

Requires DuBoise to reimburse the state for the $1.85 million if he later obtains a civil judgment or settlement related to his wrongful incarceration, with the Department of Legal Affairs filing a lien on any such recovery

Vacates any unused benefits under the act if a future judicial determination finds that DuBoise participated in any manner in the death or sexual battery for which he was incarcerated
