Requires drivers to move over or slow down for disabled motor vehicles displaying warning lights, hazard lights, emergency flares, or emergency signage, or where persons are visibly present, expanding Florida's existing "Move Over" law (effective January 1, 2024)

Establishes the Implementing Solutions from Transportation Research and Evaluating Emerging Technologies Living Lab (I-STREET) at the University of Florida to conduct research on transportation mobility and safety technology, overseen by a nine-member advisory board, with annual reports to the Governor and Legislature beginning July 1, 2024

Allocates up to $20 million annually from the State Transportation Trust Fund for fiscal years 2023-2024 through 2027-2028 for projects that increase capacity to move and store construction aggregate materials through seaports, rail lines, and rail facilities, with priority given to projects creating new supply chains or closing supply chain gaps (repeals July 1, 2028, unless reenacted)

Requires the Department of Transportation to establish autonomous vehicle grading standards for State Highway System roads, coordinate with federal, regional, local, and industry partners, and incorporate those standards into new road construction and maintenance projects

Directs Metropolitan Planning Organizations (M.P.O.'s) in Hillsborough, Pasco, and Pinellas Counties to submit a consolidation feasibility report by December 31, 2023, and allocates $5 million annually for five years from the State Transportation Trust Fund for a transportation workforce development program
