Child Water Safety Requirements (SB 74) — "Kareem Angel Green Act"

• Requires organizations caring for or supervising children under 12 — including summer camps, schools, preschools, child care facilities, and other licensed providers — to obtain written attestation from parents or legal guardians about whether their child can swim or is at risk of injury or death in water before taking them to public bathing places or pools

• Mandates that organizations provide U.S. Coast Guard-approved personal flotation devices (Type II for public bathing places; Type II or III for public swimming pools) to at-risk children who are within a fenced pool area or within 100 feet of an unfenced public bathing place or pool, and ensure each device is properly fitted and fastened

• Exempts children actively participating in supervised swimming instruction from the flotation device requirement

• Does not apply to child-placing agencies, family foster homes, or residential child-caring agencies as defined in existing Florida law

• Authorizes disciplinary action, including administrative penalties, against licensed or state-regulated organizations that violate the requirements, with an effective date of July 1, 2023
