Requires public employees joining a union (effective July 1, 2023) to sign a membership authorization form containing a statement that Florida is a right-to-work state and that union membership and dues are voluntary

Prohibits most public employee unions from having dues automatically deducted from employee paychecks by employers, requiring members to pay dues directly to the union; exempts unions representing law enforcement officers, correctional officers, correctional probation officers, and firefighters from this prohibition

Mandates that employee organizations submit annual audited financial statements certified by independent CPAs with their registration renewals, and provide members with annual audited financial reports detailing revenues, expenditures, and membership costs

Requires unions where less than 60% of eligible bargaining unit employees paid dues during the last registration period to petition for recertification as the bargaining representative; failure to comply results in revocation of certification

Prohibits employee organizations from offering anything of value to public officers that would violate ethics laws, and allows members to revoke union membership at any time without restriction to certain dates
