Creates section 112.22, Florida Statutes, to prohibit downloading or accessing applications created or maintained by foreign principals from countries of concern (China, Russia, Iran, North Korea, Cuba, Venezuela, Syria) on government-issued devices.

Requires public employers to block prohibited applications from their networks and virtual private networks, restrict access on government-issued devices, and retain ability to remotely wipe prohibited applications.

Exempts law enforcement officers if use is necessary for public safety or investigations, and allows public employers to request waivers from the Department of Management Services for designated employees.

Directs the Department of Management Services to compile and maintain a quarterly-updated list of prohibited applications, establish waiver procedures (limited to 1-year terms), and adopt emergency rules by July 1, 2023.

Requires employees and officers to remove, delete, or uninstall prohibited applications within 15 calendar days after the department issues or updates its list; effective July 1, 2023.
