• Prohibits governmental entities from contracting with entities owned or controlled by seven designated foreign countries of concern (China, Russia, Iran, North Korea, Cuba, Venezuela, Syria) if the contract provides access to personal identifying information; requires signed affidavits from contractors and entities beginning January 1, 2024.

• Bans governmental entities from providing economic incentives to foreign entities and requires recipients to provide affidavits attesting they are not foreign entities; establishes civil penalties, contract ineligibility, and license revocation for violators.

• Prohibits foreign principals from purchasing or owning agricultural land and real property within 10 miles of military installations or critical infrastructure facilities in Florida; allows limited exceptions for certain residential properties and inherited property that must be divested within 3 years.

• Imposes complete prohibition on persons and entities connected to China's government, Communist Party, or political parties from owning real property in Florida, with felony penalties for violations and civil forfeiture procedures; allows exemption for diplomatic purposes.

• Requires healthcare providers using electronic health records to maintain patient information physically in the continental United States, its territories, or Canada; establishes licensure compliance requirements and prohibits controlling interests in entities doing business with foreign countries of concern.
