Revises state university mission alignment to include economic development needs and requires Board of Governors to periodically review missions and academic programs, including directives on curriculum violating prohibited ideological teachings.

Establishes new state university personnel authority giving university presidents final hiring authority over provosts, deans, and full-time faculty, with faculty grievances capped at presidential level review and not subject to arbitration.

Prohibits Florida College System institutions and state universities from expending state or federal funds on programs advocating diversity, equity, and inclusion or promoting political/social activism, with exceptions for student-led organizations and federally mandated compliance activities.

Creates Institute for Risk Management and Insurance Education at University of Central Florida in Volusia County, and renames Florida Institute of Politics at Florida State University to Florida Institute for Governance and Civics with revised civics-focused goals.

Restricts general education core courses from teaching identity politics or theories about systemic racism/sexism inherent in U.S. institutions, and requires annual board and presidential review and approval of general education requirements; caps accrediting agency changes to one-time and prohibits agencies from compelling violation of state law.
