Officially cited as the "Nancy C. Detert Champion for Children Act," effective July 1, 2023

Requires case managers to provide children entering shelter or foster care with verbal and written information on topics including nurturing care, personal safety, normalcy in out-of-home care, education, court participation, permanency and transition planning, sibling visitation, and access to food, clothing, shelter, and health care

Establishes the Office of the Children's Ombudsman within the Department of Children and Families to receive complaints from children and young adults about placement, care, and services; explain relevant policies; and recommend solutions to systemic problems

Requires the department to consult with current and former out-of-home care children and young adults when creating or revising any print or digital written information used under this section, incorporating their feedback to ensure materials are age-appropriate and understandable

Expands eligibility for the driver license and motor vehicle insurance cost assistance program by removing the requirement that a youth must have been in licensed care at age 18, allowing any youth currently receiving postsecondary education services and support to qualify
