Amends vehicle procurement criteria for state agencies, state universities, community colleges, and local governments, requiring vehicles purchased or leased under a state purchasing plan to be selected based on lowest lifetime ownership costs (including operations, maintenance, and fuel) rather than greatest fuel efficiency alone

Requires state agencies that purchase vehicles with internal combustion engines to use ethanol, biodiesel blended, and natural gas fuels when available

Directs state agencies operating central fueling operations for state-owned internal combustion engine vehicles to procure biofuels for fleet needs to the greatest extent practicable

Requires the Department of Management Services, before July 1, 2024, to make recommendations to state agencies, state universities, community colleges, and local governments on procuring electric, natural gas, and other renewable-energy-powered vehicles and best practices for integrating them into existing fleets

Takes effect July 1, 2023
