Charter school students, Florida Virtual School full-time students, and traditional public school students may develop agreements to participate in interscholastic extracurricular activities at private schools, in addition to their existing option to participate at assigned public schools

Students who transfer from a public school during the school year must be allowed to continue participating in their interscholastic or intrascholastic activity at that school for the remainder of the year, provided they continue meeting eligibility, behavior, and performance standards

The FHSAA board of directors is restructured from 16 members to 9 members, with 8 appointed by the Governor and confirmed by the Senate; the representative assembly's role is reduced from holding legislative authority to making legislative recommendations to the board

All FHSAA bylaw changes, the hiring of the executive director, and the board-adopted budget must be ratified by the State Board of Education; the Commissioner of Education may direct the FHSAA to revise its bylaws at any time

Each participating school in a high school championship contest must be given the opportunity to make brief opening remarks (up to 2 minutes) via the public address system, with the athletic association prohibited from controlling, monitoring, or reviewing the content of those remarks
