Requires the Governor of Florida to proclaim September 11 of each year as "9/11 Heroes Day," honoring the 2,763 people killed at the World Trade Center, 189 at the Pentagon, 44 on United Airlines Flight 93, and the 25,000 people maimed or fatally injured on or after that date

Mandates observance in all Florida public schools; if September 11 falls on a non-school day, observance must occur on the preceding school day or a day designated by local school authorities

Beginning in the 2023-2024 school year, middle school civics and high school U.S. Government students must receive at least 45 minutes of instruction on the history and significance of September 11, 2001

Required instructional topics include the historical context of global terrorism, a timeline of the attacks, the heroism of first responders and Flight 93 passengers, the humanitarian response, and the importance of respecting civil liberties while ensuring security

Directs the State Board of Education to adopt revised social studies standards incorporating the 9/11 instruction requirements into civics and U.S. Government courses, effective July 1, 2023
