Establishes the Veterans Dental Care Grant Program within the Florida Department of Veterans' Affairs to provide oral health care to indigent veterans in underserved and critical need areas of the state

Eligible veterans include those discharged under honorable conditions, as well as members of the Florida National Guard and United States Reserve Forces with honorable discharges or upgraded discharges

Requires the department to contract with a statewide direct-support organization with proven experience in veteran dental service programs to administer the grant program and distribute grants to eligible nonprofits

Indigency determinations must follow the Federal Poverty Income Guidelines from the U.S. Department of Health and Human Services, with the department required to define "indigent veteran" and "underserved and critical need area" by rule

Program funding is contingent on legislative appropriation, with an effective date of July 1, 2023
