Requires IEPs for students with disabilities to include information and instruction on legal rights and responsibilities that transfer from parents to students upon reaching age 18, provided at least 1 year before the student reaches the age of majority

Mandates that the information cover ways a student may provide informed consent to allow a parent to continue participating in educational decisions, including FERPA access, powers of attorney, guardian advocacy, and guardianship

Amends Section 1003.5716, Florida Statutes, governing transition planning to postsecondary education and career opportunities for students with disabilities ages 3 to 21

Directs the State Board of Education to adopt rules to administer the updated transition planning requirements

Effective date of July 1, 2023
