Requires persons affiliated with qualified entities (employees, volunteers, contractors) to undergo Level 2 security background investigations, which must now include statewide and national criminal history checks, local law enforcement checks, and a search of sexual predator/offender registries in any state where the person resided during the preceding 5 years

Adds several new disqualifying offenses to Level 2 screening requirements, including aggravated assault (s. 784.021), aggravated battery (s. 784.045), battery on detention facility staff (s. 784.075), and female genital mutilation (s. 794.08)

Upgrades background screening requirements for youth athletic coaches from Level 1 to Level 2 and expands the definition of "athletic coach" to include managers, while removing the previous 20-hour minimum threshold; independent sanctioning authorities must participate in the Volunteer and Employee Criminal History System

Expands the Care Provider Background Screening Clearinghouse to include qualified entities beginning January 1, 2026, and transfers eligibility determination responsibilities for Department of Education criminal history checks to the Agency for Health Care Administration beginning January 1, 2025

Appropriates $400,000 in recurring funds and $4 million in nonrecurring funds from the Health Care Trust Fund to the Agency for Health Care Administration for the 2023-2024 fiscal year, with most provisions taking effect July 1, 2024
