Excludes three-cueing system model (MSV), visual memory-based word recognition, and similar reading instruction methods from state-approved reading programs, teacher preparation curricula, instructional materials, and professional development training.

Requires reading instructional and intervention programs identified by the Just Read, Florida! Office to employ explicit, systematic, sequential approaches to phonemic awareness, phonics, vocabulary, fluency, and text comprehension while prohibiting specified alternative methodologies.

Applies reading methodology restrictions across teacher preparation programs, educator preparation institutes, district instructional materials selection, supplemental materials, and professional development for reading coaches and classroom teachers.

Modifies comprehensive reading plans required annually by school districts to include description of how highly effective teachers are assigned to kindergarten through grade 2 and how reading coaches are assigned to schools, with approval by the Just Read, Florida! Office.

Takes effect July 1, 2023.
