Redirects the $2.50 motorcycle safety education fee from the Highway Safety Operating Trust Fund's general use to exclusively fund safety and education programs administered by three Florida not-for-profit corporations

Requires program administrators to be charities registered with the Department of Agriculture and Consumer Services, with one having at least 30 years of existence and 5,000 members, and two having at least 20 years and 1,000 members each, all geographically dispersed throughout the state

Directs the Department of Highway Safety and Motor Vehicles to enter into 5-year contracts with each administrator, funding programs such as pamphlets, advertisements, public service announcements, digital media, grassroots event participation, and advocacy aimed at reducing motorcycle injuries and deaths

Requires each program administrator to file an annual report by July 31 with the President of the Senate and the Speaker of the House detailing events attended, outreach methods, estimated public exposure, and collaboration with other administrators

Mandates the department select the three administrators and execute contracts by October 1, 2023, with one-third of the safety education fee transmitted to each administrator quarterly beginning on that date
