Exempts environmental habitat creation, restoration, enhancement activities, and water quality improvements on agricultural lands (classified under s. 193.461) and government-owned lands from surface water management and storage regulations under Part IV of Chapter 373, F.S.

Allows exempt measures or practices to alter land topography, including diverting surface water flow or impacting wetlands, provided the activities result in a net increase in wetland resource functions and resemble characteristics of functional wetland habitats in the same region.

Disqualifies from the exemption any measures or practices that result in a permanent net loss of wetland functions or a violation of water quality standards.

Shifts the notification process from a case-by-case approval by the water management district or Department of Environmental Protection to a property owner-initiated written notification submitted at least 30 days before commencing work.

Requires property owners implementing measures for a mitigation bank or offsite regional mitigation area to confirm compliance with ss. 373.4135 and 373.4136 by providing evidence of a permit before commencing activities; effective date of July 1, 2023.
