Creates the Toxic Mold Protection Advisory Council adjunct to the Department of Health to develop public health education programs and mold identification, assessment, and remediation standards.

Council comprises 16 members appointed by various state officials: Secretary of Business and Professional Regulation appoints 5 members (building code official, mold assessment/abatement experts, industrial hygienist, and standards organization representative); State Surgeon General appoints 2 members (public health officer and medical expert on mold exposure); Chief Financial Officer, Commissioner of Education, and Secretary of Environmental Protection each appoint 1 member; President of Senate appoints 3 members; and Speaker of House appoints 1 member.

Initial council members must be appointed by September 1, 2023, with members serving 4-year terms except initial appointees from the first three appointing authorities who serve 2-year terms to create staggered terms.

Council shall hold its first meeting by October 1, 2023, and thereafter meet upon call of the chair or request of a majority of members; meetings may be held in person or electronically.

Advisory council must submit annual reports to the Governor, State Surgeon General, President of the Senate, and Speaker of the House by February 1 each year, beginning February 1, 2024.
