Renames the Commission on Mental Health and Substance Abuse to the Commission on Mental Health and Substance Use Disorder and expands its membership from 19 to 20 members, adding a representative from the Florida 211 Network.

Requires the commission to assess Florida's 988 Suicide and Crisis Lifeline system and other crisis response services, including analyzing mobile response team capacity, geographic coverage, and response times.

Authorizes posttraumatic stress disorder diagnoses for first responders to be made through telehealth, in addition to in-person examinations by licensed psychiatrists.

Expands the definition of "first responder peer" to include active, volunteer, and retired first responders, and allows peer support designation by affiliated first responder organizations such as volunteer firefighting departments and ambulance services.

Requires the commission to submit annual interim reports through January 1, 2025, and delays the final report deadline and repeal date from September 1, 2023, to September 1, 2026.
