Prohibits counties and municipalities from denying variance or exception requests for local floodplain management requirements that exceed National Flood Insurance Program minimum standards, provided the requested variance or exception meets those minimum standards.

Allows local governments to adopt administrative and technical amendments to the Florida Building Code relating to flood resistance to implement the National Flood Insurance Program or incentives.

Requires amendments adopted under this section to be transmitted to the commission within 30 days after being adopted.

Prevents municipalities, counties, or special districts from using preliminary Federal Emergency Management Agency flood maps to impose land use changes or permit requirements.

Effective date: July 1, 2023.
