Directs the Department of Highway Safety and Motor Vehicles to develop an "Orlando United" specialty license plate bearing "Florida" at the top and "Orlando United" at the bottom.

Distributes 67 percent of annual use fees to LGBT+ Center Orlando, Inc. for free personalized counseling to Pulse nightclub shooting survivors and affected persons, with up to 5 percent for administrative expenses and up to 2 percent for marketing.

Distributes 33 percent of annual use fees to onePULSE Foundation, Inc. to support construction and maintenance of the onePULSE Foundation Memorial, with up to 5 percent each for marketing and administrative expenses.

Effective date is October 1, 2023.
