Amends Florida Statutes section 767.14 to authorize public housing authorities, in addition to local governments, to adopt policies addressing dog safety and welfare concerns.

Prohibits any ordinance or policy from being specific to breed, weight, or size when restricting dog owners or addressing dog attacks and safety issues.

Removes the exemption that previously allowed local ordinances adopted before October 1, 1990 to escape compliance with state dog regulation standards.

Permits local governments and public housing authorities to place restrictions on owners of dogs that have bitten or attacked persons or domestic animals, and to establish implementation procedures and criteria.

Effective date: October 1, 2023.
