Exempts e-mail addresses collected by the Department of State from public records requirements under Florida Statutes s. 119.07(1) and Article I, Section 24(a) of the State Constitution, with retroactive applicability to addresses held before, on, or after the effective date.

Exempts secure login credentials held by the Department of State for electronic filing purposes from public records requirements, defined as information used for authenticating user accounts on computers, computer systems, networks, electronic devices, online accounts, or password recovery.

Applies exemptions retroactively to secure login credentials held by the department before, on, or after the effective date of the exemption.

Subjects the exemptions to the Open Government Sunset Review Act with automatic repeal on October 2, 2028, unless the Legislature reviews and reenacts the exemption.

Establishes public necessity finding that exempting e-mail addresses and login credentials protects filers from identity theft, financial harm, and other adverse impacts while preserving the effectiveness of the electronic filing system.
