Establishes state recognition for four Indian tribes and bands: the Seminole Tribe of Florida, the Miccosukee Tribe of Indians of Florida, the Santa Rosa Band of the Lower Muscogee, and the Poarch Band of Creek Indians.

Allows other Indian tribes and bands to petition the Secretary of State for state recognition, with the Secretary authorized to review petitions and make recommendations to the Legislature by October 1 of each odd-numbered year.

Requires the Secretary of State to consider preservation of culture, language, and history when evaluating recognition petitions, including documentation such as anthropological records, historical or genealogical documents, and evidence of relationships with state or federally recognized tribes.

Specifies that state recognition does not authorize recognized tribes to establish gaming activities or claim land interests beyond what is otherwise provided by law.

Directs the Secretary of State to make initial recommendations by October 1, 2025, with the act taking effect July 1, 2023.
