Shifts publication deadline for intellectual freedom and viewpoint diversity assessments from September 1 to December 31 of each year for Florida College System institutions and state universities, beginning December 31, 2024.

Requires each state university to establish an Office of Public Policy Events that organizes and records debates, group forums, and lectures addressing public policy issues from multiple perspectives, with minimum four events annually (two per semester).

Mandates state universities maintain public calendars of policy events with speaker names and affiliations, submit annual reports to the Board of Governors, and post video recordings of events online for at least 5 years.

Prohibits public higher education institutions from requiring political loyalty tests or giving preferential treatment based on political ideology, race, or ethnicity, with exceptions for constitutional oaths.

Designates the Florida Student Association as the official nonprofit advocacy organization for State University System students, governed by a board composed of the 12 state university student body presidents, with specific bylaws for presidential removal and appeal procedures.
