Creates s. 395.3027, F.S. to exempt records held by in-hospital medical staff committees of public hospitals from public records requirements, including HIPAA-protected health information, personal identifying information of hospital personnel, and information relating to pending legal matters, contract negotiations, personnel matters, peer review procedures, and trade secrets.

Exempts portions of in-hospital medical staff committee meetings from public meetings requirements when discussing the confidential information listed above, while requiring complete recording and transcription of any closed portions that cannot be held off the record.

Makes recordings and transcripts of closed meeting portions exempt from public records disclosure.

Subjects the exemptions to the Open Government Sunset Review Act and repeals the exemptions on October 2, 2028, unless reenacted by the Legislature.

Takes effect October 1, 2023.
