Authorizes clerks of court to accept monthly installment payments for court-related fines, fees, service charges, and court costs through a uniform payment plan available electronically, by mail, or in person.

Establishes a one-time $25 administrative processing charge (payable in five equal monthly installments of $5) for setting up a payment plan, replacing the previous monthly charge structure.

Prohibits clerks from referring incarcerated individuals' accounts to collection agencies or suspending their driver licenses for nonpayment, and requires a 90-day grace period for released individuals to make their first payment.

Allows courts to modify payment plans or reduce, waive, or convert outstanding fines and fees to community service, and permits early termination of payment plans for indigent individuals or those receiving public assistance who make timely payments for 12-36 months depending on the obligation amount.

Narrows driver license suspension triggers to only apply to specific traffic offenses enumerated in statute, and allows reinstatement of licenses suspended solely for nonpayment before July 1, 2023, upon payment of a single service fee.
