Prohibits drilling, exploration, and production of oil, gas, and other petroleum products on state lands and waters, and prohibits permitting or constructing new structures for these activities.

Establishes state goals of 100 percent renewable electricity generation by 2050 and net zero carbon emissions statewide by 2051, with interim targets of 50 percent renewable energy by 2040 and 80 percent carbon reduction by 2041.

Requires the Office of Energy to develop a unified statewide renewable energy plan by January 1, 2025, with annual updates, and mandates coal and oil-fired units reach zero emissions by 2030, natural gas units by 2045.

Revises definitions of "biomass" and "renewable energy" to remove certain waste heat and synthetic gas sources, and adds tidal energy as a renewable source.

Creates the Renewable Energy Workforce Development Advisory Committee with 13 members to develop recommendations for workforce training programs, including support for displaced energy workers and environmental justice communities.
