Establishes a review and appeal process for child welfare certifications denied, revoked, suspended, or sanctioned by third-party credentialing entities, allowing aggrieved persons to request administrative hearings under Florida Statutes sections 120.569 and 120.57(1) within 30 days of completing appeals with the entity or department.

Requires the department to review any adverse determination by a third-party credentialing entity regarding certification decisions for child welfare professionals.

Amends section 415.101 to establish legislative intent that adult protective services programs be staffed by persons holding professional certifications from third-party credentialing entities approved by the Department of Children and Families.

Changes statutory language from "shall" to "must" regarding third-party credentialing entity requests for department approval of child welfare certification programs.
