Expands adult Medicaid dental coverage from emergency-only services (pain relief, extractions, abscess drainage) to comprehensive care including routine cleanings, examinations, X-rays, fillings, root canals, crowns, and dentures for recipients 21 years and older

Extends the deadline for the Agency for Health Care Administration to seek federal approval and begin enrollment in the Medicaid prepaid dental health program from March 1, 2019 to March 1, 2024

Extends existing dental managed care provider contracts from December 31, 2024 to December 31, 2025

Requires the prepaid dental program to provide children under 21 with all dental benefits mandated under federal early and periodic screening, diagnostic, and treatment (EPSDT) services

Mandates that adults 21 and older enrolled in the prepaid dental program receive comprehensive dental benefits including preventive, basic, and major dental services plus emergency care
