• Defines "preschool" as any child care facility licensed under s. 402.305 that serves children under 5 years of age.

• Revises child care personnel screening requirements to be completed within 5 business days, with provisional 45-day hire status if screening cannot be completed, during which staff must be directly supervised.

• Requires the Department of Children and Families to evaluate training requirements and licensing/regulation of child care facilities by December 31, 2023, and implement revisions to simplify inspections and increase objectivity.

• Eliminates requirements for child care facilities to educate parents about immunizations, vehicle child endangerment dangers, and abuse prevention programs; removes standards for specialized facilities caring for mildly ill children.

• Prohibits private prekindergarten provider curricula from using coordinated screening for direct instruction and restricts student electronic device use except for progress monitoring assessments.

• Modifies Gold Seal Quality Care provider standards to allow three or more of the same Class II violations (rather than any three violations) before disqualification.

• Establishes early learning coalitions must support the TEACH Scholarship Program by reimbursing providers for instructor child development associate credential copayments.
