Requires motor vehicle registration and renewal forms to include an option for voluntary $1 contributions to Best Buddies International, distributed monthly by the department.

Adds a new voluntary contribution option to driver license and identification card application forms for $1 or more per applicant to Best Buddies International, a 501(c)(3) nonprofit organization.

Specifies that both registration and driver license/identification card contributions to Best Buddies International are not considered income of a revenue nature for service charge purposes under section 215.20.

Effective date of October 1, 2023.
