Authorizes courts to appoint a separate advocate to represent the interests of justice in civil and criminal proceedings involving animal welfare or custody, as well as prosecutions under specified statutes.

Court decisions denying a request to appoint an animal advocate are not subject to appeal.

Appointed advocates may monitor cases, consult with individuals having relevant information, review records from animal control officers and veterinarians, attend hearings, and present information or recommendations to the court.

Advocates must be either an attorney with knowledge of animal issues and the legal system, or a law school student certified as a certified legal intern by the Florida Supreme Court with interest in animal issues.

Effective date is July 1, 2023.
