Amends curriculum requirements to authorize the Department of Education to seek input from state or nationally recognized African-American history organizations and contract with recognized museums to develop teacher training and classroom resources.

Creates new statute requiring school districts, charter schools, and scholarship-accepting private schools to annually verify implementation of Holocaust and African-American history instruction beginning in the 2024-2025 school year.

Requires each school to develop and adopt a plan for Holocaust and African-American history instruction, allocate resources for teacher professional development, integrate curricula across subject areas, and partner with state universities and community members for implementation support.

Mandates district superintendents, charter principals, and private school administrators to provide evidence of compliance by August 1 annually, with penalties including written explanations, charter violations, or loss of state scholarship funding for non-compliance.

Requires statewide standardized ELA assessments to incorporate curricula content from Holocaust and African-American history when appropriate.
