• Increases the time for certified recovery residences to replace removed administrators from 30 days to 90 days, with credentialing entities initiating formal proceedings if the deadline is not met.

• Requires credentialing entities to provide formal written notice before denying, revoking, or suspending certifications, allowing recovery residences 90 days to cure deficiencies unless there is an immediate threat to health or safety.

• Authorizes credentialing entities to approve certain administrators to manage up to 250 residents if the recovery residence provides therapeutic housing exclusively to a licensed service provider that maintains at least 1 supervisory employee per 8 residents.

• Prohibits certified recovery residence administrators removed from a residence from managing more than 100 residents elsewhere without reapproval by the credentialing entity, and requires credentialing entities to maintain records available to the Division of Administrative Hearings upon request.
