Requires the department to complete an analysis of funding designations and contract deliverables with managing entities every 3 years.

Changes the threshold for reissuing managing entity solicitations from mandatory to permissive when fewer than two responsive bids are received, and removes the June 30, 2019 deadline for contract continuations.

Moves the enhancement plan submission deadline from September 1 to June 1 each year and requires the department to consider these plans in its legislative budget request.
