Establishes maximum voluntary freeboard requirements of 4 feet for new construction and substantial improvements statewide, and 9 feet within coastal high-hazard areas.

Prohibits voluntary freeboard from being counted toward maximum allowable building heights in zoning districts for residential, commercial, industrial, and nonresidential structures.

Authorizes local governments to adopt ordinances establishing minimum freeboard requirements or maximum voluntary freeboard that exceeds state standards.

Requires the Florida Building Commission to adopt minimum freeboard requirements by rule by November 1, 2023 and incorporate them into the next Florida Building Code edition.

Mandates the Florida Building Commission to review freeboard requirements every 5 years beginning January 2028 and make recommendations to the Legislature for necessary revisions.
