Establishes the Florida Space Exploration Monument to commemorate Florida's role in space exploration, from the 1950 Bumper 8 rocket launch through Apollo 11 and current commercial aerospace activities.

Places administration of the monument under the Department of Management Services, which must consult with Space Florida to establish a design contest and selection committee.

Requires the Department of Management Services to develop a plan for the monument's design, placement, and cost, with location on the Capitol Complex (excluding the State Capital Circle Office Complex), and submit the plan to the Governor and Legislature by July 1, 2024.

Restricts participation in design competitions for monuments on the Capitol Complex and other state buildings to sculptors and artists who are domiciled in Florida.

Takes effect July 1, 2023.
